To the best of my knowledge neither the US Congress nor President's A. Lincoln, Johnson(Andrew), or US Grant ever stated that any black folks should receive 40 acres and a mule for slavery. Their is no law nor was one ever suggested.
I believe the 40-acres and a mule idea was loosly hinted by Radical Republican's Thaddeus Stevens of PA. The idea, however may have originated with his black housekeeper and close female associate, Lydia Smith.
the idea of Reparations for Slavery is a better concept that should be pursued.
